According to an investigation by The Oversight Project, flyers have been reportedly distributed at a non-governmental organization (NGO) in Mexico instructing illegal immigrants to vote for Joe Biden in the upcoming U.S. election.
The controversial flyers were discovered at the Resource Center Matamoras (RCM), known for assisting migrants, including some found inside port-a-potties at the location.

The Muckraker.com, an investigative account on X, first brought this issue to light, showcasing images of the flyers that read: “Reminder to vote for President Biden when you are in the United States. We need another four years of his term to stay open.”
“CRITICAL – We exposed an NGO in Mexico that is instructing illegals to vote for Biden when they cross into the United States. Claims of illegals being instructed to vote in elections has been labeled a “conspiracy theory”, until now…” Muckraker wrote.

RCM presents itself as a facility that supports the activities of Hebrew Immigrant Aid Society (HIAS), which assists undocumented immigrants in entering the United States.
Mayorkas has ties to HIAS, an organization that has received multiple grants from Soros’ Open Society Foundation throughout the years, and was a former board member.
RCM also has strong connections to non-profit organizations in the United States that receive funding from Soros, such as Save the Children, Team Brownsville Texas, and Angry Tias and Abuelas.
Save the Children was granted more than $650,000 from the Open Society Foundation founded by Soros, and has subsequently awarded grants to Team Brownsville.
Based on documents acquired by Judicial Watch, Secretary Mayorkas personally held meetings with organizations such as Team Brownsville and Angry Tias and Abuelas.
Despite the forfeiture of ASNS’s 501c3 registration in Texas in 2022, RCM, a project under ASNS’s fiscal sponsorship, continued to be operated by Founder and Executive Director Gaby Zavala.
Gaby Zavala previously served as an organizer for La Union del Pueblo Entero (LUPE), an organization that had the Open Society Institute listed as a partner.
Election integrity is being threatened. Voter registration does not require documentary proof of citizenship, allowing individuals to vote by simply swearing they are eligible.
This flyer appears to target vulnerable undocumented immigrants, urging them to participate in illegal voting.
