A foreign national was fatally shot on the property of a U.S. Army soldier, and the soldier has now been cleared of any wrongdoing.
The incident occurred on the evening of May 3 near Carthage, North Carolina, and recent revelations suggest that the circumstances are more suspicious than previously thought.
The Moore County Sheriff’s Office released a news statement on August 12, revealing the findings of their investigation into the shooting of Ramzan Daraev. The details provided in the release strongly indicate that this shooting was not simply a random confrontation turned violent.
The altercation began when Daraev was spotted by the homeowner’s wife taking pictures of their house. She alerted her husband, who is a member of the Army’s Special Operations Command, and he confronted Daraev.
“According to the homeowner,” MCSO wrote, “Daraev became aggressive and refused to leave the property, at one point asserting that he was a Chechen national who had served in the Russian military and fought in Ukraine.”
His status as a Russian veteran has not yet been confirmed.
After the confrontation became more heated, the homeowner returned to his house and retrieved a firearm.
“The confrontation escalated when Daraev reportedly became agitated and lunged at the homeowner after repeatedly refusing to leave the property,” MCSO continued. “The homeowner reported firing several shots in response to Daraev’s advance.”
According to the sheriff’s department report, under North Carolina’s castle doctrine, the homeowner is justified in using force to defend himself and his family.
Daraev’s supporters argued that he was in the area for his job as a utility worker. However, authorities found no evidence to support this claim.
Daraev was wearing casual clothing – a burgundy shirt, shorts, and flip-flops – with no high-visibility vest or utility credentials on him or in his vehicle.
Furthermore, the shooting occurred around 8:15 p.m., a time when non-emergency utility work usually ceases as daylight fades.

The Cable Warriors, Daraev’s employer and a subcontractor of Utilities One, provided a photograph of a utility pole as evidence that the foreign national was engaged in legitimate business activities.
Daraev was reportedly conducting utility surveys for Brightspeed’s fiber optic expansion in the area when the confrontation occurred.
Following the shooting, authorities received additional reports of suspicious individuals lurking around local properties, believed to be associated with Daraev’s group by the Moore County Sheriff’s Office.
An ongoing investigation is assessing Utilities One and Cable Warriors after discovering that infrastructure maps provided to employees originated from a Russian cloud server.
Daraev entered the United States through the southern border in December 2022 and has been residing in Chicago since then, according to the report.
